Bootable external drive not detected by startup manager

I have been trying to boot windows through mac 10.11.6 through startup manager since doing it through system preferences brings up the message no bootable drive error, but when I open startup manager it just brings up the laptops and a recovery drive I tried doing the command option p and r twice but still nothing I also tried to connect it once it is up but still nothing. I installed windows on the drive through a virtual machine running windows 10 and than wintousb to install windows 10 pro.

Also when I boot up from my normal boot disk I have to disconnect than reconnect the hard drive so it can show up
