No boot, charge makes sound, but no display

I have an A1708, macbook pro 2017 non touchbar. It currently doesn't have an SSD in it. I wondered why I can't boot it? I plug it in and it makes the charge sound, but nothing on display, not the charge sign at all. The screen has been tested elsewhere and works fine. I wondered if it needs the SSD in it to actually boot? It also illuminates on the caps lock key but not illuminates keyboard.

Yes! You need the SSD drive installed. All computers need a storage device of some sort to hold the OS, apps and your data.

But before you get a replacement SSD for your system where did you get your computer?

I got it 2nd hand, the guy that was selling had it pictured as a flashing folder symbol, so Im guessing he used his one in the shot, then removed it. (he was selling a few) probably used the same one in each auction right? Is this a common instance, it would ting sound and then just show caps lock light? once ssd in should boot / work charge symbol first? seems it should do it anyway.....is is right that no then?

No, your system should show a flashing folder with a question mark. I suspect this is a junker which he has scammed you with. Return it and get your money back as I suspect the logic board is bad and likely other parts are as well.
