Why do I have to hard reset my phone to get it to charge?

I bought a phone in pretty bad shape from my friend and it needed a new screen and battery. I got on ebay and ordered a new screen and battery. The old bad battery wasn't that bad but it drained fast and i had to plug it in to the charger and then hold the power and home buttons to get it to hard reboot and then it would charge. I was excited for my new battery for the reason i wouldn't have to do this anymore. The new battery drained at first until i broke it in i guess but i still have to hard reboot it to get it to charge, and sometimes when i just plug it in and not reboot it and unplug it it will still say the phone is charging for a few seconds. Does anybody know a fix to this?

If you get the low battery screen then I suspect the battery may be defective (not reporting correct voltage with percentage).
