How to unlock the iPad 3 with no Apple ID and password?

Well my issue is this: I bought an iPad 3 online and the seller forgot to reset it now he’s refusing to send his Apple ID and password due to privacy issues - which is fair enough.

I suggested he should change to a provisory password, leave it for a couple of minutes - he’ll get a text from Apple anyway, it’s part of the two-step process to reset a device - then after a couple of minutes he could change it back but he still refuses to do it.

So the question would be: is there a way to unlock an iPad 3 if the previous owner refuses to provide the password?

I can prove I bought it, I can prove he’s refusing to provide the password (privacy concerns) and I don’t have any reason to think it was stolen as I bought a much more expensive iPhone 6 from the same person and everything went fine.

What are the options available?
