Why my samsung plasma tv LA32C450E flickers screen on top section?

LA32C450E1 samsung plasma tv flickering top section of the display which jumper to cut on the power supply board to solve the problem. Some samsung series require cutting jumper "JP852",maybe its a different case . Pliz help thanks in advance
