Someome please help. Can replacing my screen fix this?

My screen randomly started getting these black and colored lines across it... It started on right side and slowly spreading across the screen throughout the day. My screen has been cracked for more than a few months now. But the screen issue just started.. The touch screen doesn't work where the lines are but works where they aren't on left.

Yes. That is a broken LCD for sure. I would certainly reccomend replacing your device's screen. Good luck!
