I just watched a video and someone replaced the pcb into the new drive and it still did not work? Is there another step?

Well, yes there's another step...You have to make sure that the drive you are putting the PCB into is a good drive. There are no brand new drives out there on the market so any replacement drive you buy is going to be a used one. It could very well be a faulty used drive. There's no way to know.

There are so many things that could be going on here (what was the original problem? Did they buy a working drive? Did they install the PCS correctly? Did they install the ribbon cables correctly? Etc, etc.) that it's pretty much impossible for me to tell you why it didn't work.
