Have you tried a hard reset?

Just press and hold both the Sleep/Wake and Home buttons simultaneously for at least 10 seconds, until you see the Apple logo. You can let go of both buttons after the Apple logo appears.

Your phone will go through the usual process of starting up.

You'll be back in your home screen.

I have had this issue in the past. Hard reset did nothing. Replaced the battery and it still didn't help. If it won't turn on at all, it could be a battery but it could also be in the logic board as well. But with the price of batteries these days it may be worth a try.

Also, another note I learned the hard way. Make sure the lcd is unplugged from the logic board before you plug the new battery in. Fried an lcd that way.

Hope that helps.
