My PC just randomly started up in some sort of "phantom mode"?

So I moved my PC and I plugged it back in again, once I plugged in the monitor, The PC went into this "phantom mode" The PC's fans are full speed, No display or sound, The power button light is not on and the power button does nothing when pressed, DVD eject button works green LEDs on the Motherboard and PSU is on. I never even pushed the power button! the HP logo is not lit up either. what's going on? I've never seen this happen.

It's a HP Pavilion Elite HPE running windows 10 and linux MintOS.

Holding the power button does nothing at all. is it safe to just unplug it? I'd like to know Why this happened too, not just how to fix it.

Chosen Solution

After unplugging it and getting the same problem after a restart, I took a better look at all the cables. I figured out that I forgot to reconnect the 4-pin CPU connector after swapping out the network card! Oops!
