First Diagnostics LED stays on, second LED flickers, nothing else!

I'm working on an iMac A1419 late 2013. The first diagnostic LED light stays on when plugged in, the only other light I get is a quick flicker of the second LED sometimes when I push the power button. No other life.

Your thoughts?
