i think rthe port i plug my charging cable is loose can that be fixed

Here is an image, taken from the ifixit Alcatel One Touch Evolve 2 Main Circuit Board Replacement guide (Step.8), which shows the charge port in your phone.

The guide shows how to open the phone to gain access to the mainboard so that the micro USB charge port can either be re-soldered back onto the circuit board or replaced if it is faulty.
To do the repair you will need SMD (surface mounted device) soldering tools and expertise, (and possibly the correct replacement part).
If this is too daunting a task, contact a reputable, professional mobile phone repair service and ask for a quote to repair the phone.
