Keyboard shift locked on, Bad board?

Works with external keyboard. Tried new top case same issue. It keeps booting to safe mode. Just want to know that I'm not crazy in thinking its a bad board.

Go under the Apple in the upper left hand corner to System Preferences >Hardware > Keyboard> Modifier Keys and hit Restore Defaults. If this fails play with the Caps lock box.

Distant second > Remove the battery and try it.

Tried both your steps. No luck Also tried reinstall of OS. Still nothing, anything else I might try or is it safe to say its the connector on the board?

When you changed the top case did you change the keyboard? Please give the last three letters of your serial number.

It is the 2008 aluminum unibody macbook, Don't have the Serial # on hand right now but yes I replaced the entire top case assembly.
