Replaced battery and tries to boot up stops and tries again over again

Repalced battery and touch screen.seems no power in battery to start up . So plugged in ipad and now keeps trying to start up . Then stops and restarts again. Doesn’t a battery come with some charge ? Does this mean battery is shorted and is bad ? Model is A 1489 . Thanks for your help. Perry

Batteries are typically shipped in low charge state for security reasons. Try charging your battery for several hours. If you have access to a USB Ammeter, you could use that to determine if the iPad is really drawing current when it says it's charging.

If it is charging and the device still does not boot, then you may have another issue to deal with.

Thanks for your reply. I took it apart and the battery’s connector had poped up and snapping it back together was the problem. Thanks for your help. Perry
