Why does my ps2 freeze with every game

Why does my ps2 freeze with every game that I try and play? I’ve looked at all of the discs and they are in good condition. I’ve also tried one disc that was never used and it still freezes. What could cause this problem? I cleaned the laser but that doesn’t seem to be the problem. Any help would be greatly appreciated. Thanks.
