I got a DSi from a garage sale but it is locked

I got a DSi from a garage sale but it is locked and tells me to get a hold of nintendo and gave me inquiry number 59212200 can u please help. I got it for me grandson and the pleople said it all worked and is unlocked.

There might be a parental control lock on that DSi. Have a look at this article from Nintendo to see what to do.
