Why is the mower deck so low when I level it?

The height of right side of the mower deck is not adjustable. When I leveled the deck by lowering the left side, as shown in the manual, the blades are only 3" off of the ground when the deck height adjustment lever is in the #6(highest) position. I believe that this is too low for some jobs that I do. It seems that I have run into a design flaw.

So how can I get the deck to be level and higher?

Thanks oldturkey03, I found a video that shows that the right hanger is too long from the factory and that it needs to be shortened to get a level cut. https://www.youtube.com/watch?v=-AgOJrp5...

The video suggests that I use a hair pin to do the job. I used a ground rod clamp to do the same job. I hope that the clamp will hold longer that the hair pin!
