Can't charge phone 100%

My phone Nokia Lumia 830 stops charging to 80%-81%. I don't know what is the problem. Is a software or hardware problem?

-I have replace battery to a original 2200mAh.

-I charge the phone with a Baseus charger : Output-- 5.0V == 2.4 A

As batteries get older they drop capacity with a full charge. A three year old battery, for instance will be doing good to charge to 85% of what it originally held.

When changing out batteries there are vastly differing qualities of batteries. A battery may be new but old stock and already dropped in capacity. Best thing to do is take it almost all the way down and then do a full recharge a couple of times.

You can use software on your Mac to get a much better read on exactly what the condition of the battery is. That would would be Coconut battery. If using with a PC @gigabit87898 should know which software to get.

I don't think coconut battery would work on a windows phone...

The battery in cause was not old, it was a new replacement battery, therefore 'old' battery issues will not apply here.

The problem is the replacement battery is not original, most surely you bought it from Ebay/Aliexpress and it looks like it's original but when you pay $5 one thing is sure: it's an aftermarket non original product. For this reason, the Lumia phone doesn't recognize it as original and for safety reasons, the phone it's programmed to not charge the battery more than 80%. Some aftermarket batteries won't have this problem, while other will.

There is absolutely nothing you can do to charge the battery more than 80%. The internet is full of people who have no clue but suggest tons of things, resetting the phone, updating the software, draining the battery, etc. etc. Nothing will help. DO NOT fully discharge you battery listening to internet 'experts', fully draining the battery is the best way to ruin it.
