1) Tap and hold the messaging app, and a secondary menu appears
2) Go to App info
3) Make sure the "allow notifications" switch is "on".

Mines on allowed but still no ring ive checked thru all the settings cant figure out why my wifes does it too
What to do if my Samsung is on Blacklist? I buy it 3 month ago and was fine and today no provider my sim disnt work and when I called the phone company said it is listed in blacklist. The guy who sold it to me i think he took the money from me and than he used his insurance to get extra money and now i have a not working phone. What to do?

You're going to have to find someone with equipment to change IMEI and pay them to change it, or you buy a new phone. Unless you paid with a credit card. A credit card company can protect you against the money you paid.
