Why does the iRULU Tablet fail to boot up completely?

When I turn on the Tablet, I get a message that says "Unfortunately, the System UI has stopped." I get no other response from the machine. What can I do to get it to work again?

My model is the eXpro X1Plus, model no. X11. I purchased the unit in January of this year, and have used it some, but not heavily. It has been sitting on the charging cable for several weeks now, so it should be well charged. I mainly use it as an E book reader.
