Why won't my MB won't run off power adapter only

My Mac Book doesn't power up with only the power adapter, I have to have the battery installed. It will power up off the battery. Power adapter lights up green then turns orange, will not charge the battery. I just changed the Mag safe DC-in board. Any ideas? Is it the power adapter or battery? Thank You for your help.

If the battery gets completely drained your book will not start till it has about a twenty minute charge. Remove the battery and it should start if you have the correct wattage AC adapter. To small an adapter will work and charge the battery but will not run the machine on its own. A failing AC adapter will do the same thing.
