1 Why is my phone on constant reboot?
It buzzes, shows samsung 4 logo, stay on that screen for a bit, goes black, then starts the process over. The battery is fully charged.

Your phone is stuck in a bootloop and something is causing it to be in a bootloop. I would start with replacing the battery, sometimes even overcharging a battery can cause this. If that does't fix it then you may have to reflash the OS on the device.
