phone doesnt turn on and shows an led glowing behind the earpiece

Due to low battery my phone turned off and when i tried to start my phone while charging it doesn't start and shows an led glowing behind the earpiece (the device is not rooted and runs software provided my moto) looking for a solution to start my phone
