Car loses power while driving - 3 shops and nobody can fix it

I have had some electrical issue with the car i.e. lights going out, trunk not opening (due to false positive) and now the car loses power all the time while driving in the city. When I drive around 20-60 mph the check engine light comes on and the car loses its power shortly after that and I'm unable to accelerate at all. Even if I floor the gas peddle, it won't go over 2K RPM. If I'm lucky, I'll be able to keep the speed but most of the time it decelerates on me. Once this happens, I have to shut the engine off and start it back up while driving, as I don't have the time/power to get to a safe place to stop. While driving today, I had to re-start the car 5 times on a 15 minute drive. Once I get up in speed and I'm driving on the highway, I don't have any issues, it's the city driving that's causing these issues.
I had it in three different shops here in Abu Dhabi and they have been no help. So far, they have replaced the throttle relay, fuel relay, throttle assembly, cleaned the fuel pump and some other stuff I can't remember.
The car takes super and is a 6 speed stick shift.
Any advice would be greatly appreciated.
