Ok. This answer may or may not be helpful for you but I am working with just the fact that your laptop will not turn on. If you can include details we might be able to be more helpful.
anyhow, here are some bare-bones fixes (I'm pretty sure I used "bare bones" right...)
-Attempt to reboot your laptop.
-Try using a different power outlet
-Try using a different charging cable (if you have another.)
-Hold down power button until it stops making noise (presuming it crashed) and then turn it on again.
-leave your laptop on the charger for a few hours and see if it turns on.
-If you can take the battery out of you laptop, remove it, disconnect the charger and press the power button for a few seconds, then reinsert the battery and charger.

Jerrie Riley what model is your Dell? What does it do or does it not do? You checked the charger? Do you have power going to it? what have you tried? You need to be more descriptive
