Cart makes a clicking noise press the gas

Hey im not sure of the year but it's a gas club car it's pretty old but I turn the key and press the gas and it just makes a clicking noise the battery was charged a brand new solenoid was put on it last time I drove it, it had a smell of a burning wire. My friend said it's the starter but I'm not sure any help?
