Won't Power On After Cold Start
My MacBook Air is having an issue that when I shut it down it won't power back up again.
While the MacBook is on the battery works fine and charges fine. The MacBook will perform a Restart with no problem.
As soon as I shut the machine down on battery or on charge it will not power on again. I have tried to reset SMC while off and this does not get it to start again. The only thing that seems to get it to start up again is to disconnect the battery from the motherboard, wait a few moments, plug it back in, plug the charging cable in (it does not work just on battery), and power the laptop back on. Once powered on the battery seems to work just fine again (discharges and charges normally).
This is completely replicable. I've installed a brand new battery and the same symptoms occur. It seems that discharging the motherboard allows it to boot again, but what is causing that problem and what can I do to resolve it?
Model details are:
MacBook Air 13" Mid 2013 A1466
Let me know if any more details are needed.
Thanks in advance.
Is this a good question?

Has anything been spilled on the keyboard. Are you the original owner?

Nothing has been spilled on it in my ownership. I'm not the original owner so I don't know the history unfortunately. What would it look like if something has been spilled on the keyboard?
