I first booted up the Laptop and it goes to a sign in screen

How am i supposed to know what the ID and passwords are? How do i get in?

Also is this normal? this is obviously not the "first use" if someone already input a login password...

Did you get this laptop new or used? Have you just tried hitting accept and seeing if it lets you in? Where did you buy the laptop from?

f you have no another administrator account in the system, you cannot sign in Windows to reset it. If your PC is on a domain, your system administrator must reset your password. If you're using a Microsoft account, you can reset your password online. For more info, go to the Reset your password o Windows 10 or Windows 7.

If you're using a local account, use your password hint as a reminder. If you've tried these suggestions and still can't sign in, you'll need to reinstall Windows.

You could try step 5. If not, I will find you a different option.

One question, when you hit enter, does it say something about an incorrect password or something about Microsoft accounts?

If its Microsoft accounts, a different procedure is needed and the tool from the link above will not work.
