Apple logo appears for about 2 seconds and does not turn on.

I have tried a new battery and a new charge port. Phone appears to be charging as my meter reads 1.01 ma.

Hard reset has no effect. Plugging it in to iTunes will not update or restore.

Update (07/18/2017)

Phone show no signs of damage. No H20 either. No info beyond that. All cables are OEM. Battery is a known working battery as is the Charge port. While charging, the Apple logo flashes on for a second or two. That's all I have.

You will need to give us a bit more info on the history of this device. Was it dropped, water damaged or repaired prior to this issue? Are you using Apple original Lightning cables and charging bricks?

Battery issues are usually battery first, charge port second and logic board third. If iTunes recognizes your phone, then download either coconutBattery (Mac) or 3uTools (Windows) to see the battery condition.

If the replacement parts you used are known-good, then we can assume that the issue is on the logic board.
