Google Play services stopped

Tablet will not boot up because of a error message (Unfortunately, Google Play services has stopped) and will not clear with OK. Just continue repeating the message. Tried reset and manual factory reset by wiping data.

I'm not experienced with this brand of tablet. I have no idea how to do the simple things like resetting and manual factory reset as mentioned above. I have fixed several Windows machines and understand that but Anroid and Galileo is not something I know but will try anything at this point if someone can point me in the right direction. This unit is my wife's unit for her daycare.
