My entire laptop suddenly messes up

Hi guys,

I am currently using an

Aspire V 15 Nitro - Black Edition

NVIDIA GeForce GTX 960M

Intel(R) Core(TM) i7-6700HQ CPU @ 2.60Hz

Initially, my entire laptop suddenly could not shut down restart or log off, and had multiple problems, and thus i restored it.

But now, after having a new windows, whenever I switch on my laptop, my desktop background photo shows up initially but changes into a pixellated blue color, as shown in the photo. And only after I right click and click ONLY personalize would it turn back normal. Can anyone help me?
