Power Mac G5 (Mid 2004) Not booting/No video

I already have a post about this on Apple Discussions, but i want to ask around here.

So to shorten it, when turning on the mac, i hear the chime happen, fans are spinning, but there is no video, and i cannot do any type of key commands, no PRAM, safe mode, nothing. So i THINK i might have a dead logic board, but i am wondering if anyone else has heard of this issue? I have a PDF of the service manual for the product, and it says i might need to replace the logic board.

I do notice a Red LED light that started lighting up behind the Processor, ever since that showed up, it has not been able to start up.

I had same issues when i first got this g5 with the red led and no video but after a couple try's and some cleaning and tightening and reseating it lights up now i have have to reinstall sysops due to the dieing hard disk , however i didnt replace anything yet.
