GPS won't work on ZTE Axon 7

gps won't work. All location settings are on. This affects google Maps, news services and widgets, my tracks apps and anything that needs GPS. All updates are installed. The LunaSolCal app is able to access gps coordinates but not the other apps. What can I do, or is this a manufacturing defect?
