Safely change power plug?

I have a 1976 Fender Champ tube amplifier and the ground prong is broken off the power plug. Is it necessary for me to drain the capacitors before putting a new plug on it or is it safe to just simply cut off the old plug and put a new one on? Im afraid to even cut the cord because of the so called "death capacitor".

You're good to go. There's isolation from the amp via the power transformer. So long as there's nothing going on in the amp, there's nothing coming out of the power cord. Play on!
