Why is the charging battery percentage decreasing?

okay so i had a charging issue with my phone and whenever i put a USB cord inside, it would'nt charge at all, so i got a IC chip replaced with a full battery, so i checked it with a USB cable and connected it to a wall outlet, and the battery percentage was going up, but when i connect it to a computer, the charging percentage is going down, but its still charging? what can i do?

ps: when i tried to get a new usb cord, it wasn't charging anywhere

Try a new charge port, sounds like it is not making connection or has corroded. Any recent drops or spills?

nope, like i mentioned earlier, this is just a usb cord i borrowed from a store that was charging my phone while the new ones weren't at all, i had forgotten to buy a usb cord so i went to get a new one and tried to see if it was working, but it wasn't, so i managed to use the one i found in a store and now its working fine, but takes long to charge

at first, the usb cord was charging then the battery percentage was decreasing, so i rebooted my phone like twice and its showing the correct battery percentage

I didn't mean the cord, I meant the actual port inside the phone where the cord plugs into.

ohhhhhh well it works fine but it just takes so long to charge my phone with it and when i let it go, the battery decreases without me doing a thing its so annoying

Don't forget that the computer USB charging is on average 0.5 amps which is pretty slow.

Unless you got a MacBook Pro with OS Sierra / El capitano with iTunes installed it wont charge as fast as a wall charger.

My battery percentage is same after using some times also thn it suddenly decreases n switched off what is the problem with this
