If a phone has outstanding charges can it still be used?

Hey, I bought a phone off of ebay to refurbish, and when I went to the ATT website to unlock it it said That I couldn't because it had outstanding charges on the account. Can it still be used with ATT? Also, can it be used with Cricket still? Thanks!

Options

You can still use it on ATT, although they probably require you to pay off the charges before continuing. You also can't switch to Cricket before paying off the charges and quitting ATT.
