Thermal shut down when it's not even warm?

I won't even use it all day and it's not even warm. Not cold because it is on but its barely warm...and when I use it for maybe 30 seconds to a minute it'll say critical temperature reached thermal shut down...I would feel it and it wouldn't be hot at all...
