menu stretched into white lines

The Vizio d320-1b TV turns on. I get the Vizio V logo. Then everything becomes white lines. the menus go from being 2 inches wide to a 4 or 5 inch wide white line. I can change the menu and the image will change. I just can read it. When I play a blue ray the picture is stretched like the menu. every once in a while the picture comes back for about 3 seconds then goes away. See included pictures I am thinking about replacing the main board but I want to be sure it is not the screen first. I have added pictures of the power supply and the mail board. The other board is covered with plastic that says do not touch. I checked the connections all seemed to be good. I did not see any blown caps or anything else that was noticeable. My problem started after a bought a new HDMI cable and plugged it in. Problem remained after removing all external cables.

Thanks

@santabeard looks like a bad T-Con board. Unplug your set and remove the back. Check the boards for anything odd (bulging, domed or leaking caps etc.) looking. Check to make sure that all ribbon cables are properly seated. Post some images of all of your boards with your question. that would allow us to see what you see. Use this guide for that. Replacement boards should be available at places like this and many others.

Update (06/01/2017)

The T-con board on your set should look like this.

. check the fuse F1 for continuity and see what the voltage is on it when you turn your TV on. (Multimeter lead on DC voltage. Black lead to ground and red lead on fuse) This board, as well as a complete set of boards for your Vizio, is available at places like this.
