@chris71a that will depend. It could be a panel issue or a main board issue, but going by your description it does sound like a bad T-Con board. Consider giving us the complete model number and to post some images of what your screen shows with your question. Use this guide for that. It will allow us to see what you see. The other thing that would help is to unplug the set and take some good pictures of your boards. Post those with your question as well.
