I've worked on a good bit of these that have charging issues and tried batteries and charging ports to no avail. , to the point that when I do see an iPad Air having charging issues now, I always let people know that there is a good change that it's a board related problem. If it gets hot when trying to charge, you probably have a short on a main power rail that is preventing the iPad from turning on. This can be repaired by someone with the right experience such as iPad rehab like mentioned by @astech.

For the sake of it, try pressing and holding Power Button + Home Button together for 10-15 seconds. Any change?

Otherwise, it should be what I said first. Just had an iPad Air 2 this week doing the exact same thing and it had that short I told you about. Once resolved, the iPad worked fine.
