Is 70*C at idle too high on my MBP Mid 2012 i7 2.9ghz?

My Mid 2012 MBP 13 inch i7 is idling at high 60s, low 70s. The fans are staying at the min (2000rpm).

Is this too high, and is there anyway to fix it?

My battery cycle count is at 1100, and Apple sets the limit at 1000. Could this be related to the high temps?

Yep. Opening it up cleaning dust from the heatsink and clean, and replacing the thermal paste on the CPU.

Battery has nothing to do with high temps.

I ran Coconut Battery. The results came back as 86.2% of Design Capacity, macOS Battery status is "good" but ther Battery Temp is 107.5F (42C).
