How do I clear a clogged bleach dispenser?

I have not even found the drain, I cannot locate a service manual, so I am stuck trying to clear this clog. The little reservoir is always full to the top, anything I add just overflows.

I've poured hot water and vinegar in mine. I cleaned it really good but it is still clogged I don't know where the drainage hole is or how to clear that line out. Any suggestions?
