Why it does not turn on and have booting vibration

When I try to power on my xbox 360 wireless steering wheel model WRW01, it does not light up and there is an intermittent vibration if I continue to push the guide or power buttons. The batteries are both fully charged and tested with a multi meter. The software is already installed on my system. The other buttons does not make it vibrate.
