MagSafe blinks green and doesn't charge?

The other night I noticed my MagSafe blinking green for a second then off for a second intermittently (now that it's dead it blinks every two seconds or so?), didn't really think much of it until I opened my laptop the next day and saw the battery was down to around 60% even though it was plugged in all night. Tried playing around with the charger, tried different outlets, tried resting the smc, took the bottom case off and unplugged the battery and plugged it back in, and nothing seems to work. I thought the battery might be done because while trying to fix this I noticed I was over 1100 cycles now and when I clicked on the battery icon it said to replace it soon, but even still the computer should work fine while plugged in shouldn't it? Curious if anyone knows what's going on and what could fix it, hopefully for free as just last week I spent a bit of money to replace the hard drive cable and don't really want to put much more money into a computer if one things gonna go wrong after the other.

Review this Apple T/N: Apple Portables: Troubleshooting MagSafe adapters. If needed clean the contacts of both the MagSafe adapter and the computer with a cotton Swab (Q-Tip) slightly dampened with 85% or better isopropyl alcohol.

Update (05/19/2017)

OK, I think you have either a bad battery or the charging logic is damaged.

Lets open the system following this IFIXIT guide and disconnecting the battery: MacBook Pro 13" Unibody Mid 2012 Battery Replacement Stop at Step 4. Now Plug in the MagSafe adapter are you able to start up the system?

I've tried pretty much everything on that list and now its working.

I left it plugged in over night and it managed to charge up to 36% and the MagSafe is a solid green, but as soon as I turned the laptop on it started blinking again and only charging every second...

Did you try disconnecting the battery and then plugging magsafe in?
