Fatal error C000022 keeps stopping updates, system restore not working

Hi, my laptop has windows 10 installed. It was last updated on 11 May, but now won't boot up. It says it has an update install, but then will always get to around 90% before getting the error message "fatal update error C0000022" with a slightly different file number each time (usually somewhere in the 53,000s out of about 55,000).

I have already tried system restore at various different restore points. Some of the restore points haven't worked (it says system restore has failed), and when others have worked the laptop has restarted and then tried to install the same update again, encountering the same error?

I can't get the laptop to load other than to load up "startup troubleshooting" options.

Any feedback would be appreciated - I've been looking at other forums but they often seem to deal with the situation where an earlier version of windows (e.g. 8.1) is installed, and the feedback is often to try system restore (which I've already tried).
