Washer continues to put water in the washer but never fills it enough to start washing because it is slowly draining as well. How do i fix this?

It's draing and filling at the same time. How far down the drain pipe is your drain hose? It needs an air-break in the drain hose 36" above the floor or it will create a siphon.
I usually use a few zip ties to secure the drain hose so the end of hose is 36" inches from floor, and make sure the end of hose is secure in the drain pipe or it could pop out during use.
Simple test to try-when it does it again slowly lift the drain hose out of the drain pipe, if the water stops draing once the end of hose is 36" from floor, then you have found the problem. Secure the hose and your done!
