Your PPVDD_CPU & PPVDD_GPU appear low to me. They should measure 1.1V. If they are measuring lower, then it is indicative of the PMIC (which supplies the those rails) going into current limiting mode. I would insect al of the bypass capacitors on those line to see if there isn't a problem. Sometimes there are tiny solder balls that can short neighbouring components and cause partial shorts.

What was the end finding? I have one doing the exact same thing at the moment but voltage never goes over 0.55 on PPVDD_GPU on iPad Air 2. Usually stays around 0.
