The crack doesn't go onto the white its only under the black screen, is that the LCD? If so how much would it cost to fix? Would i be better off taking it to samsung to fix or a small business?

Can you feel the crack with your finger? If not then that would be your LCD screen. The white border on top has nothing to do with the LCD screen. A small business would possibly be cheaper, I would check to see if it is under warranty somewhere and contact Samsung to see what they would charge.
