I restarted my phone on factory settings

And now it gets to language and region and stops there! Its also speaking when i touch the screen. Can you tell me whats the problem and if i can fix it!? Thanks

Did you accidentally enabled the voice over function?

Might need to press the home button 3 times / hold home button (While device / screen is unlocked and on) to disable the voice over function.

No sir. The home button it is not even on the screen. Only the back button!
