How do you fix a Hawaiian Breeze fan that broke - blades "froze"?

My fan is the Hawaiian Breeze 9" table top model. The blades only move slightly, as in one inch of rotation (if that) in 5 seconds and that is ONLY when the switch is on Speed 3 (high). You can also still hear the hum of the motor when the circuit is connected (On).

What part of the circuitry would be failing in this scenario?

I would assume that the electronics aren't the issue. When an electric motor is humming, it is trying its hardest to turn. I would remove the fan shroud and see if the blades are hard to turn, after disconnecting power of course. If they have any resistance to turning with the fan unplugged, then I would start looking at the bearings. That will require disassembly of the motor housing. I'm not sure how easy they made the disassembly process for the motor, or whether you can find the proper parts online. You may have to use generic parts based off of measurements you take.
