Why is my cart lunging and acts like it's dead when fully charged

I just did some upgrades to my 99 club car ds, 6 " lift and 23" tires included.... batteries in and charged. Drives very slow at first, then if I press the accelerator it lunges and goes even slower acting like its dead .... is it solenoid or motor controller?
